Ocupou a Secretaria Executiva do Programa Nacional de Conservação de Energia (PROCEL); a Coordenação do Comitê Executivo do Grupo Coordenador para Operação Interligada (GCOI); a Presidência do Comitê Executivo do Grupo Técnico Operacional da Região Norte (GTON), além de participar de Órgãos de Coordenação da Operação, como CCON, CMO/CADOP e CODI/ABRADEE. Atuou como Membro Representante do Brasil no Comitê Internacional de Grandes Sistemas Elétricos (CIGRÉ – França); e Coordenador do Comitê de Administração do Sistema Nacional de Transmissão de Energia Elétrica – SINTREL. Foi Diretor Geral do Operador Nacional do Sistema Elétrico (ONS); participando como Membro da Câmara de Gestão da Crise de Energia Elétrica – GCE; Membro da Câmara de Gestão do Setor Elétrico – CGSE; e Membro do Comitê de Monitoramento do Setor Elétrico (CMSE), vinculado ao Ministério de Minas e Energia (MME). Foi Presidente da CIER – Comissão de Integração energética Regional. Hoje é Presidente do Conselho de Administração da Endesa Brasil, e também Presidente dos Conselhos da Ampla e da COELCE, e Presidente do Centro da Memória da Eletricidade no Brasil.

Mario Santos fez cursos de especialização na Europa e nos Estados Unidos. Ocupou a Presidência e Vice-presidência em organismos internacionais na América do Sul, como a Comisión de Integración Energética Regional (CIER).

Exerceu funções no Banco de exportações e importações do Japão (atualmente JIBC). Desde 1995 é Especialista em Operações do Setor Privado do Banco Interamericano de Desenvolvimento (BID) e posteriormente foi Especialista de Infraestrutura para os países do Cone Sul do BID.

Engenheiro Civil Industrial Universidade do Chile. Desde 1977 trabalhou na Endesa, Integrante do grupo Enel, onde atualmente está a cargo do Planejamento da Geração na América Latina. Participou em reuniões da CIER como representante da Endesa e como Delegado Técnico Nacional no Sub-comitê de Planejamento.
